To the extent allowed by federal law, the jurisdiction of the Tribal Court over any action to enforce an authorized agreement, to compel arbitration pursuant to such an authorized agreement and to enforce an award made by an arbitrator pursuant to such authorized agreement, shall be concurrent with the jurisdiction of any applicable, state or federal court over such authorized agreement.
