The Court may order regular payments to the person or agency to which custody is granted under this Code; provided, that sufficient funds are available. The person must use these disbursements for the sole purpose of covering expenses incurred in the care and custody of the child. The disbursements shall not be used for any other purpose. The use of these court-ordered funds for any purpose other than that described in this section shall subject the person or agency with custody of the child to contempt of Court and to any criminal and civil penalties or remedies provided by this Code.
