Prior to entering an order of an adoption, the Court shall make a finding documenting the valid reason why the child cannot or should not be returned to the home of his or her parents. Where a child has been voluntarily relinquished, the Court shall make findings that the biological parents have voluntarily relinquished their child and there is a petition to the Court to remove the child from his/her home within six (6) months of the date the child lived with the specified relative from whom she is being removed, and there is a subsequent contrary to the welfare determination made by the Court.
