The ordinance codified in this chapter, originally adopted on March 24, 1994, is hereby amended to define and regulate the membership of the Karuk Tribe (“Tribe”) and to provide descendancy criteria in accordance with the Constitution of the Tribe and to establish fair procedures which afford due process of Tribal laws to all persons applying for enrollment as a member or descendant. This chapter directs the Enrollment Committee, which was formally established on April 12, 1991, to process applications, hold necessary hearings, and prepare reports on applications for the Tribal Council. The Tribal Council, and not the Enrollment Committee, bears the ultimate responsibility for assuring compliance with the Tribe’s Constitution and this chapter. [Res. 16-R-118 Art. II, 7/14/2016.]
