This chapter shall take effect thirty (30) days after the date of its enactment by Council resolution subject to applicable federal law. This chapter shall not affect the validity or terms of wills executed before the effective date, except that the restrictions on transfer of trust and restricted property in this chapter shall apply to all persons and property subject to this chapter on its effective date.
