The purpose of this chapter is to establish procedures for fair and orderly elections and to ensure the secrecy and sanctity of the ballot. The procedures contained in this chapter shall be administered in such a way as to accomplish this purpose. In cases of disputes as to compliance with these procedures, substantial, rather than complete compliance with these procedures shall be deemed adequate. [Ord. 5 § 2, 8/23/2018.]
